The TSP is the broad vision for our transportation system &ndash; and a roadmap for getting there. The TSP will guide investments in our transportation system for the next 20 years. Vancouver&rsquo;s transportation system includes our network of streets, sidewalks, bicycle routes, bus routes, trails, and ADA-accessible facilities.</span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;">Since the last TSP was published in 2004, our City has grown and more people and businesses now call Vancouver home. The TSP will help us address new transportation trends resulting from this growth while supporting the City&rsquo;s broader goals around transportation safety, climate-friendly transportation, and equitable travel options for all people.</span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;">Most importantly, the TSP is a community-driven planning process to shape the future of our transportation system for the next 20 years. Since the project launched in 2020, we&rsquo;ve spoken and heard from hundreds of Vancouver residents, businesses, and organizations online and through in-person outreach at Farmer&rsquo;s Markets, schools, and neighborhood associations. The plan will explore transportation needs and priorities in partnership with Vancouver residents, employees, and visitors. </span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;">The Transportation System Plan will examine existing travel conditions for all users of the city&#39;s transportation system, including those who drive, walk, bicycle, ride transit, or deliver freight. The City will also talk to residents about their transportation priorities, with additional focus on communities that have been historically under-served by transportation investments.</span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;">Building from these conversations over the coming year, the Transportation System Plan will identify recommended policies, programs, and projects to guide the City&#39;s transportation future. </span></span></p><p><span style="font-size: 18px;"><br></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;"><strong>Why transportation matters</strong></span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma,Geneva,sans-serif;">Vancouver residents depend on the transportation system every day. </span></span></p><p><span style="font-size: 18px;"><span style="font-family: Tahoma, Geneva, sans-serif;">Transportation matters because everyone in Vancouver deserves a safe and reliable transportation system that meets their daily needs. Much has changed since the City&rsquo;s current Transportation System Plan was adopted in 2004. Since 2010, Vancouver has welcomed more than 14,000 new residents and 10,000 new jobs, meaning the transportation system must meet the needs of a growing community. The transportation system must also adapt to changing community needs, while supporting the city&#39;s health and economy. </span><span style="font-family: Tahoma, Geneva, sans-serif; background-color: initial;"> </span></span></p>

Transportation System Plan

We need your ideas for how to best uplift and strengthen neighborhoods, businesses, and individuals in central Vancouver. Over the next three years, the City of Vancouver will invest more than $25 million into central Vancouver neighborhoods near Fourth Plain Boulevard thanks to federal funds received through the American Rescue Plan Act (ARPA). We need the community to provide input on how to not only utilize this historic funding opportunity, but also to create a long-term investment strategy for the Fourth Plain community, called Fourth Plain for All.The Fourth Plain for All Strategy will include two main parts:A list of long-term investment options to be implemented over the next 10 yearsA list of priority projects that can utilize ARPA funding between now and 2026We invite you to share your thoughts on community needs and challenges that this investment strategy should address by taking the survey below. We will also be hosting numerous in-person events over spring and summer 2023 that we will list in the Upcoming Engagement Events section below as they get scheduled, so keep checking this webpage for updated information and sign up for our email list to receive email updates about this project.Project AreaThe project area includes the neighborhoods north and south of Fourth Plain Boulevard between I-5 and I-205, including: Rose Village, Central Park, Fourth Plain Village, Maplewood, Meadow Homes, Bagley Downs, Ogden, Van Mall, and Walnut Grove.What is the American Rescue Plan Act (ARPA)?The COVID-19 pandemic created dual nationwide crises: a public health crisis combined with an economic crisis. The American Rescue Plan Act (ARPA) was passed in 2021 to deliver immediate relief for American workers and families and build a bridge to an equitable economic recovery. One of the ways ARPA provides support to struggling communities is through the distribution of more than $360 billion in emergency funding for state, local, territorial, and Tribal governments.The City of Vancouver is receiving $32.6 million in funding to help support our efforts to recover from the pandemic-induced economic and housing crisis, which disproportionately impacted socially and economically vulnerable communities and small independent businesses. In addition to the ARPA allocation, additional general funds are being leveraged for a combined $40.6 million in one-time resource allocation to deploy to serve critical needs in the community.Project FAQWhat types of projects can ARPA funds be used for? ARPA dollars are flexible and may be used to address a wide range of community needs such as infrastructure, public health, transportation, safety, community services, and economic development. Examples of how other cities and counties are using ARPA dollars include the expansion of childcare access, infrastructure upgrades, broadband internet upgrades, and entrepreneur technical assistance centers. A community-led process will determine investments made within the Fourth Plain corridor.Why use ARPA funds for the Fourth Plain corridor? Residents and businesses in this area were disproportionately impacted by pandemic-related challenges. ARPA-funded projects within the Fourth Plain area can help address historic and continuing inequities and build economic resilience. The Fourth Plain community is vibrant and growing, with needs that this project will look to address in order to support a continued thriving Fourth Plain.How long do we have to spend the ARPA funding? There are specific rules around the ARPA funding, including strict rules on when the funding must be spent by. Projects and programs must be identified and ARPA funding formally allocated to these specific projects by the end of 2024. Once projects and programs have been identified, the City of Vancouver will have until the end of 2026 to spend the money or else it will have to be returned to the Federal government. This means only projects or programs that can be fully completed by the end of 2026 will be eligible to be funded with ARPA dollars. What happens when the ARPA funding has been spent? The City of Vancouver has until the end of 2026 to spend all of its allotment of ARPA funding. Projects and programs that are identified by the community that will not fit into this timeline will be added to the overall investment strategy for the Fourth Plain area. The City of Vancouver will work to secure the funding needed to complete projects and programs identified in the long-term investment strategy.Upcoming Engagement EventsWe will have two rounds of engagement on this project:Round 1 (February-March 2023): We will have discussions with the community that are focused on understanding the current challenges, needs and aspirations of the Fourth Plain community. This input will be used to create a long list of potential investment options.Round 2 (May-June 2023): We will take the long list of potential investment options back out to the community to do two things: a) confirm that we interpreted input from phase 1 correctly and created investment options that the community would like to see implemented, and b) have the community prioritize projects and programs that they would like to see implemented using ARPA funding between now and 2026. This input will be used to create the final investment strategy.We are still developing our engagement plan, so please check back over the next couple of weeks when we will begin to add events where you can participate and provide feedback that will be used in developing the investment strategy.How is the ARPA funding being spent?Coming soon! It is still too early in the process to know how the ARPA funding will be spent. The investment plan for how to spend the ARPA funding will be community-driven. This means the process will be co-developed with the community and decision-making will be centered around what people in the investment area tell us they want to see in their community. Continue to check back throughout summer and fall 2023 for a list of projects that ARPA will fund in the Fourth Plain area.

The Vancouver arts hub will give new life to the former Vancouver community library on Mill Plain as a vibrant art center that serves the entire community. With an emphasis on a broad range of visual and digital arts, the arts hub will be a gathering place where people can create and learn together.The Vancouver arts hub is a much-needed community-based center for arts and culture.The Vancouver arts hub provides a variety of space for making art, creating, learning and sharing.The Vancouver arts hub is important because it brings all kinds of people together to inspire creativity, build skills, strengthen community connections, contribute to the local economy and celebrate the spirit that makes Vancouver unique.As the City of Vancouver becomes of the steward of the former library building, there is an unprecedented opportunity to create this arts hub in a space that is already important to the community. Large, flexible and eye-catching, the building and site are well-suited to a wide variety of activities and events. Located near educational resources, the Historic Reserve and the Downtown Arts District, there are many opportunities for partnerships and for an arts ecosystem to flourish.The Vancouver Culture, Arts &amp; Heritage Commission is working with City staff to create a concept plan for the building, and researching sustainable options for managing, operating and financing the Vancouver arts hub.A wide range of perspectives and ideas are needed to help shape the future of the Vancouver arts hub. As the name suggests, the Vancouver arts hub is designed to be one piece of a larger wheel of facilities, partnerships, artists and patrons that will drive a flourishing arts ecosystem.Vancouver Arts Hub Funding and LogisticsWhy here?This location, adjacent to the Historic Reserve, has many advantages. The historic Vancouver Community Library building is now owned by the City of Vancouver. The location is easy to reach by car and transit, making it accessible for Vancouver residents and communities throughout the region. The building itself has played a powerful role in community memory as a library, and the Vancouver arts hub can reinvigorate this historic building for a new life as a beloved community gathering place.How much will this cost? Who will pay? Preliminary design and construction estimates are between $13.5 and $17.5 million to update and improve the 50,000 square foot former library facility. Because the City owns the property, revitalizing the former community library building provides significant cost savings over new construction. Work will focus on improving ADA accessibility and energy performance, along with seismic enhancements, deferred maintenance and modifications to support the proposed program spaces. Design and construction funding will come from a combination of grants, donations and City support.The Vancouver arts hub will be sustained through a combination of contributed funds including grants and memberships. It will also generate revenue from facility rentals, class tuitions, studio rentals, and food, beverage and retail sales. Exact fees are not determined at this time, but the Vancouver arts hub is committed to its mission of reducing barriers and increasing accessibility for artists and patrons from historically underserved backgrounds.Next StepsCity staff are working with the Culture, Arts &amp; Heritage Commission to create a concept plan for the building and research options for managing, operating and financing the project. Through the spring of 2023, the City will reach out for input from the public and potential partner organizations. Information collected through surveys and conversations will shape a project report to City Council in June.
