New Movers Residential Travel Options Program
The City is piloting a new travel options program to offer community members who recently moved to the area with customized transportation information and support, events, and rewards to help walk, bike, carpool, and take the bus more often.
The pilot program will be available in two areas: neighborhoods around The Vine on Fourth Plain and The Vine on Mill Plain/Fisher’s Landing.
Program Goals
- Encourage and increase the use of travel options such as bicycling, walking, transit, carpooling, riding a scooter, vanpooling, etc.
- Assist new movers in accessing and using travel options available in their area
- Enhance transportation education for new residents and the community

What is the goal of this program?
The goal is to support use of travel options by providing residents (specifically people who have recently moved) with customized transportation information and support, events rewards, and prizes to help them walk, bike, carpool, and take the bus more often.
Where will the program be available and for how long?
The City is piloting the program in neighborhoods around The Vine on Fourth Plain, The Vine on Mill Plain, and Fisher’s Landing from summer 2024 to winter 2025.
Why these neighborhoods?
Areas surrounding C-TRAN's The Vine bus rapid transit system on Fourth Plain, Mill Plain, and Fisher’s Landing, offer more dense multi-family housing, have high-frequency transit service, and new and improved active transportation facilities like protected bicycle and small mobility lanes.
Who is the City working with on the pilot program?
The City is partnering with community-based organizations, schools and universities, neighborhood associations, property managers, the Vancouver Housing Authority, and service providers like C-TRAN and Community in Motion.
When will the project be built?
The project's final design plans will be implemented in the coming years outside of near-term paving work, using new revenues City Council dedicated to the Complete Streets Program in the 2023-24 biennial budget.
How is the program funded?
The pilot program is 100% grant-funded by the Washington State Department of Transportation 2023-2025 Regional Mobility Grant Program and matched with the 2023-2025 Commute Trip Reduction Program grant funding.
