ABOUT THE COMMONS
The Fourth Plain Community Commons is a mixed-use project located on Fourth Plain Boulevard that includes affordable housing on the upper floors and a flexible community-serving space on the ground floor. The ground floor community spaces are envisioned as flexible areas where the Fourth Plain community can gather, hold events, and access services. The following elements are currently planned for the community space:
A commercial kitchen incubator to launch and support emerging food-based businesses
A shared office space to co-locate services to make it easier for residents and businesses to access resources
A community event space that can be rented for festivals, birthdays, trainings, and other events
An outdoor public plaza with infrastructure to support a Vancouver Farmers Market satellite market
This project is a collaboration between the Vancouver Housing Authority (VHA) and the City of Vancouver. The Vancouver Housing Authority plans to own and operate the apartments located on the upper floors. The City of Vancouver will develop the ground floor commercial space, partnering with community-based organizations to operate it.
COMMUNITY PROCESS
The City of Vancouver and the Vancouver Housing Authority have partnered with Salazar Architects to lead the design of the project. Over the first few months of 2020, the project team hosted a community-wide open house and a series of workshops and design meetings. COVID-19 has since restricted in-person public engagement. Instead, the project team has held online interviews and focus groups with various community-based organizations to gather input on the commercial kitchen incubator and shared office space. An online open house is being held in October 2020 to gather community-wide feedback on the community event space, outdoor plaza and activity lawn. The goal of this outreach is to ensure that the project reflects the community’s needs and aspirations.
WHERE ARE WE NOW?
Previous public input has been used to refine the design of the Commons to reflect the wishes of the community. Currently, we are focusing efforts on the design of some of the public features of the commons including the plaza, activity lawn, and event space. Your input could influence the programming and design of this project including the uses of the outdoor spaces, types of events that may be held in the space, features of both the outdoor and indoor spaces and public art.

A spring in-person open house, fall online open house, workshops, interviews and focus groups provide important information on community needs and wishes, likes and dislikes, that the design team will use to develop the design of the Commons.
Site Plan Review and Permitting (Fall 2020 - Spring 2021)

Construction Begins (Summer 2021)

The Commons building is constructed and affordable housing units become available for rent.
